Dr. Doom: Ruler of the sovereign nation Lateria, Technologically advanced, can use mystic powers that rival Dr. Strange's, hates Reed Richards, His armor furthers the extent of his powers as well as having an array of hidden weapons built in.

Dr. Doom wins. He just uses his country's resources to figure out how the Belmonts keep killing Dracula
